A major regulated critical infrastructure organization was looking to move from periodic, three-year workforce rescreening to continuous insider-threat monitoring across more than 30,000 personnel.

SITUATION

A critical infrastructure organization was looking to provide identity verification and personnel assurance services to validate workers who access secure facilities and critical infrastructure across air, rail, and bus terminals . It was required to follow OHS and other regulatory guidelines for identity and background screening . However, the organization relied on three-year rescreening cycles, leaving long windows where new criminal offenses could go undetected and compromise eligibility.

TASK

  • Establish a more consistent and timelier insider-threat management process thatcould surface disqualifying criminal offenses between mandatory three-year background investigations.
  • Reduce dependence on costly, broad manual background checks and unreliable contractor self-reporting, while still meeting OHS and related regulatory expectations.
  • Gain the ability to quickly investigate and confirm risk alerts and determine which contractors should be disqualified from continued access and employment.

ACTION

  • Implemented Trua-CE to continuously monitor more than 30,000 personnel against thousandsof public criminal and watchlist data sources, replacing their original periodic rescreening model.
  • Configured Trua-CE to deliver timely alerts for potentially disqualifying criminal offenses so the organization could independently investigate and verify each event rather than relying solely onself-disclosure.
  • Used Trua-CE insights to focus investigative resources on contractors with relevant alerts, helping the organization save an estimated 40 percent of traditional screening costs.

RESULT

  • Successfully enrolled 30,000 personnel into continuous evaluation, with thousands of criminal and watchlist sources monitored on an ongoing basis.
  • In the first 90 days, Trua-CE detected more than 800 events and enabled the organization to investigate, verify, and disqualify 24 contractors who otherwise would have remained eligible until their next three-year rescreening.
